Minn Naing Oo joins Arbitration Chambers

Arbitration Chambers, the world's leading boutique of international arbitrators, is pleased to remind the market that Minn Naing Oo joins us with effect from 27th October 2025. 
 
Minn Naing Oo, a Singapore national, joins Arbitration Chambers Tras Street from Allen & Gledhill, where he was a Partner in Singapore and the Managing Director of the firm's Myanmar office.
 
Minn is well-known in the Singapore market and across the broader arbitration community, having served as the CEO and Registrar of SIAC from 2008 until 2013, before joining Allen & Gledhill.
 
He is a current member of the ICC International Court of Arbitration and of the UNIDROIT-ICC Working Group on International Investment Contracts, and he is a former negotiator for the Singapore government of World Trade Organization agreements, free trade agreements and investment treaties.  Examples of work in the public domain include serving on the WTO Panel in a dispute concerning distilled-spirits between the European Union and the United States against the Philippines  (DS396 and DS403) and on the WTO Panel which examined Korean restrictions on Japanese food imports (DS495).
 
As a full-time arbitrator, Minn will focus on Asia-related disputes (particularly in connection with Southeast-Asia, India and China), applying his in-depth understanding of cross-border transactions and projects, including joint ventures, investments, power, energy and infrastructure, as well as shipping and commodities. He will also continue to accept appointments in WTO disputes. 
 
David W. Rivkin, an independent arbitrator with Arbitration Chambers and co-head of the HKIAC, said that it is exciting to welcome Minn to Chambers, commenting that "I have had the pleasure of seeing first-hand Minn's excellent work on complex matters" and that the addition of Minn, together with that of Justice Ravinda S.
