As an arbitrator, Minn has sat in cases involving various subject matters and sectors, including state-to-state disputes, investment and joint ventures, project development, telecommunications, insurance, and distribution.

  • Member of Dispute Panel established under the WTO Dispute Settlement Understanding (DSU) for WTO Disputes DS396 and DS403: Philippines — Taxes on Distilled Spirits. Parties were the European Union and the United States (Complainant in respective cases) and the Philippines (Respondent in both cases).
  • Member of Dispute Panel established under the WTO Dispute Settlement Understanding (DSU) for WTO Disputes DS495: Korea — Import Bans, and Testing and Certification Requirements for Radionuclides. Parties were Japan (Complainant) and Republic of Korea (Respondent).
  • Member of a tribunal under HKIAC Rules for a hotel development project and a hotel management agreement dispute concerning a hotel in Myanmar between an international hotel chain and an Asian conglomerate.  
  • Sole arbitrator under SIAC Rules for a dispute between an international insurer and the estate of the insured.
  • Sole arbitrator under SIAC Expedited Procedure Rules in a dispute relating to a telecommunications and broadcast venture between an international streaming service provider and an Asian state-owned telecommunications company.
  • Sole arbitrator in a dispute under SIAC Rules arising out of a distribution agreement between a US manufacturer and an Asian distributor.
  • Sole arbitrator in a dispute under LCIA rules concerning a technology transfer agreement between a European manufacturer and an Asian manufacturer. 
  • Sole arbitrator in a dispute under SIAC Rules between two Asian parties involving the non-delivery of cargo and allegations of fraud.
  • Sole arbitrator in charterparty disputes under SCMA (Singapore Chamber of Maritime Arbitration) rules between Asian parties.
  • Sole arbitrator in a dispute under SIAC Rules between shareholders in a joint venture.

Minn has experience as a disputes lawyer and counsel as well as wide-ranging transactional experience advising on banking and finance, mergers and acquisitions, infrastructure projects, corporate and commercial, shipping, commodities trading, and competition.  He has acted for multinational corporations, international multilateral agencies, financial institutions, insurers, private equity funds and conglomerates.  He has in-depth knowledge and understanding of the nuances and intricacies in various types of documentation including joint venture and shareholder agreements, financing agreements, as well as concession and project agreements.
